Expands point-of-use and point-of-entry treatment eligibility from public water systems with less than 200 service connections to those with less than 500 service connections.

Extends the deadline for emergency regulations from January 1, 2014 to January 1, 2016, or until nonemergency regulations take effect, whichever is earlier.

Requires water systems seeking point-of-use or point-of-entry treatment permits to submit a capital outlay plan for centralized treatment construction and obtain department certification that a centralized treatment facility will be completed within five years.

Mandates the State Department of Public Health conduct a full audit of a water system's finances, including fee structure and administrative costs, before approving point-of-use or point-of-entry treatment permits.

Authorizes the department to charge a fee to water systems seeking or amending permits for point-of-use or point-of-entry treatment to cover the department's administrative and regulatory costs.
