Exempts State Water Resources Control Board and regional water quality control boards from Administrative Procedure Act ex parte communication restrictions for specified proceedings involving waste discharge requirements, water quality certifications, and conditional waivers.

Requires ex parte communications regarding these board proceedings to be reported by interested persons within seven working days, with notices posted on the board's website and distributed electronically.

Permits boards to prohibit ex parte communications for up to 14 days before a scheduled board meeting for final decision on these matters.

Requires state and regional water boards to provide meeting agenda notices in both English and Spanish, and authorizes provision in additional languages.

Requires public bodies that limit public comment time to provide at least double the time to speakers using translators, unless the body uses simultaneous translation equipment.
