Authorizes defendants arrested without a warrant for bailable felonies punishable in county jail to apply for bail reduction of up to 75 percent if they agree to electronic monitoring administered by the county correctional administrator.

Allows defendants to request bail reduction at the preliminary hearing or anytime thereafter through personal application or through an attorney.

Requires the court to provide the name, address, and contact information of any bail agent or surety to the court and correctional administrator if the defendant is released under this provision.

Declares the act an urgency statute effective immediately to implement prison realignment, reduce prison costs, and clarify electronic monitoring eligibility.
