Requires lead agencies to provide scoping meeting notices for statewide, regional, or areawide projects to public agencies that file written requests, in addition to organizations and individuals.

Requires notices of completion of environmental impact reports (EIRs) to be mailed to any person who requests them from the lead agency.

Expands State Clearinghouse requirements to provide legislators with notices of EIR determinations and completion notices for projects in their districts upon request.

Repeals Section 21162 of the Public Resources Code relating to environmental quality procedures.

Specifies that no state reimbursement is required for local agencies because they can levy service charges or fees to cover the mandated costs.
