Authorizes lead agencies to grant one categorical exemption annually per public site or large venue for fireworks displays held annually, exempting them from California Environmental Quality Act (CEQA) requirements

Prohibits lead agencies from granting more than one such exemption per specific site on an annual basis

Directs the Office of Planning and Research to evaluate environmental issues related to fireworks displays (air and water quality, debris, fire hazards, wildlife) and develop guidelines to assist local agencies in addressing impacts and developing ordinances

Specifies that the bill does not affect any legal actions or proceedings filed before January 1, 2013 regarding fireworks display violations of CEQA

Declares no state reimbursement is required because local agencies have authority to levy service charges and fees to cover the mandated program
