Grants the California Architects Board and the Board for Professional Engineers, Land Surveyors, and Geologists sole and exclusive authority to license and regulate their respective professions statewide, effective July 1, 2013.

Prohibits cities, counties, school districts, special districts, local agencies, joint powers agencies, and state agencies from imposing additional licensing requirements on persons licensed by these boards.

Defines "licensing requirements" to include additional training, certification, continuing education, and experience requirements beyond those in the Business and Professions Code or board regulations.

Allows contractual parties to agree to additional qualifications, permits licensees to voluntarily pursue additional certifications, and allows boards to consider requests from other state agencies to adopt new licensing requirements through public hearings and the Administrative Procedure Act.

Preserves local authority to impose licensing requirements on unlicensed persons not regulated by the specified boards.
