Prohibits any person from holding office as a Public Utilities Commission commissioner who was an executive officer of a regulated public utility in the previous 2 years

Prohibits commissioners, executive employees of the commission, and the commission's appointed attorney from representing any regulated public utility for 2 years after leaving their position, except in court or other administrative proceedings

Prevents the commission from hiring executive employees or appointing an attorney who held an executive officer position at a regulated public utility in the previous 2 years

Defines "executive employee" to include chief of staff, legal advisors, policy advisors, the executive director, and other specified staff positions

Exempts persons appointed or hired before January 1, 2013 from these restrictions
