Extends domestic partnership rights equally to spouse rights in the Public Employees' Retirement System, Judges' Retirement System, and Legislators' Retirement System, including all benefits and responsibilities.

Expands the definition of "mandatory furloughs" to include employees directed to be absent without pay under specified Executive orders during fiscal years 2008-09 through 2010-11, ensuring service credit and compensation calculations are based on what would have been credited without the furlough.

Clarifies that members may purchase service credit for employer-approved unpaid leave due to serious illness or injury sustained in the course of employment that resulted in temporary disability benefits.

Permits the PERS building account to fund other necessary operational expenses beyond real property acquisition and building maintenance, and eliminates the requirement to report 2-year time-weighted and dollar-weighted returns in quarterly asset reviews.

Clarifies that work hour limits (960 hours annually) and restrictions on additional benefits for retired annuitants apply only when working in vacant positions for PERS contracting agencies, and revises the definition of "employee" under the Public Employees' Medical and Hospital Care Act.
