Establishes a biennial legislative session structure commencing December 1, 2014, with odd-numbered years designated as budget sessions and even-numbered years as general sessions.

Requires the Governor to submit separate budgets for two subsequent fiscal years within the first 10 days of each odd-numbered calendar year, starting in 2015.

Mandates budget submissions include goal statements, outcome measures, and historical reports for each public program receiving state funds, made available to the public in machine-readable electronic format.

Requires the Legislature to pass budget bills by midnight on June 15 of odd-numbered years and conduct oversight and program review of all state-funded programs at least once every four years.

Maintains the requirement that legislators forfeit salaries and expenses if budget bills are not passed by June 15, and preserves the constitutional balanced budget requirement for the General Fund.
