Proposes constitutional amendment requiring General Fund appropriations for public higher education to exceed appropriations for the state prison system, beginning in fiscal year 2013-14 and continuing thereafter.

Defines "public institutions of higher education" as community college districts, California State University system, and University of California system.

Defines "state prison system" as all entities and operations under the Department of Corrections and Rehabilitation or any successor state entity.

Requires two-thirds vote for passage and applies constitutional mandate to redirect spending priorities toward higher education over corrections.
