Designates revitalization of the Los Angeles River as a priority that will provide public access to trails and greenways while simultaneously improving flood control and water quality.

Calls for a connected network of parks, mountain wilderness areas, bikeways, trails, and open space with linkages along the Los Angeles River and its tributaries in the San Fernando Valley.

Prioritizes integration, coordination, and physical connectivity between Los Angeles River revitalization projects and existing local, state, and federal trails, parks, and open space to maximize ecological, recreational, cultural, and educational opportunities.
