Honors and commemorates the service and sacrifice of U.S. Armed Forces members who served in Iraq operations, including approximately 668 California residents who were killed and 5,713 who were wounded.

Encourages mayors and communities across California to honor Iraq and Afghanistan veterans on November 11, 2012, Veterans Day with parades, ceremonies, and public displays of gratitude.

Requests the Department of General Services to work with third parties to create and oversee a memorial for California Iraq veterans in the State Capitol Park, funded entirely by nonstate donations covering design, construction, and maintenance costs.

Expresses legislative intent to enact future legislation authorizing creation of a larger memorial commemorating those who served in both Iraq and Afghanistan.
