Designates the week of September 8 through September 15, 2012, and the second week of September every year thereafter as California Coastal Protection Week.

Urges all Californians to observe California Coastal Protection Week and encourages public schools to include coastal protection in outdoor education curriculum during September.

Recognizes the 40th anniversary of Proposition 20 (1972), which established the California Coastal Zone Conservation Act and created the California Coastal Commission.

Commemorates grassroots efforts by the Coastal Alliance coalition of over 700 environmental, business, and labor groups that secured passage of Proposition 20 with a 55.1% voter majority.

Acknowledges achievements since Proposition 20 including creation of 2,000 public accessways, designation of 500 miles of coastal trail, protection of thousands of acres, and prevention of new offshore oil leasing.
