Urges the President and Congress to pursue a comprehensive approach addressing issues facing boys and men of color by promoting positive father involvement and mentoring for children

Affirms that fathers and positive male role models are critical to the lives of children, particularly in contributing to long-term happiness, well-being, and social and academic success

Requests redirection of funds and resources from the United States Department of Health and Human Services to the State of California as part of the White House Initiative on Fatherhood and Mentoring to assist underserved boys and men of color throughout the state

Recognizes that boys and men of color in California experience disproportionately higher rates of poverty, low educational attainment, violence, incarceration, and substance abuse compared to other groups

Requires the Secretary of the Senate to transmit copies of the resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, California's federal representatives, and the bill's author
