Urges the President and Congress of the United States to immediately enact the Achieving a Better Life Experience Act of 2011 (ABLE Act)

Supports creation of disability savings accounts for individuals with developmental or other disabilities to save for future needs with tax-free interest accrual

Addresses the need for families to plan long-term financial security for family members with disabilities, covering expenses such as medical and dental care, education, assistive technology, housing, and transportation

Distinguishes ABLE Act accounts from existing "529" college tuition plans by providing broader flexibility with no age limitations and a wider array of allowable expenses for those with disabilities

Directs the California Legislature to transmit copies of the resolution to the President, Vice President, Congress members, and U.S. Senators and Representatives from California
