Urges California's congressional delegates to protect California military bases from closure during upcoming base realignment and closure (BRAC) processes proposed for 2013 and 2015.

Highlights the economic importance of California's 30 major military installations, which employ 117,806 military and 61,365 civilian personnel and receive nearly $57 billion in annual federal defense funding.

Notes the strategic and operational significance of key California installations including Naval Special Warfare Command, Edwards Air Force Base Test Pilot School, Travis Air Force Base, Camp Pendleton, and Coast Guard Island in Alameda.

Warns that base closures could devastate California's economy given the state's already high unemployment rate and cascading impacts on local businesses, schools, property values, and communities.

Requests the Secretary of the Senate transmit copies to the President, Vice President, congressional leadership, and all California senators and representatives in Congress.
