Requests the President and Congress to enact the Social Security Fairness Act of 2011 to repeal the Government Pension Offset and Windfall Elimination Provision from the Social Security Act

States that California public employees (teachers, firefighters, peace officers) excluded from social security participation are penalized by federal offsets that reduce benefits earned through other employment

Argues that these offsets limit recruitment and retention of qualified teachers and public safety officers by making public service careers less attractive to those entitled to social security benefits

Identifies that California needs over 16,000 new teachers annually and that eliminating these offsets would improve hiring and retention while providing economic stimulus during economic distress

Directs the Secretary of the Senate to transmit copies to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California members of Congress
