Establishes the "Employment First Policy" making integrated competitive employment the highest priority for working-age individuals with developmental disabilities, while preserving consumer choice and rights.

Defines competitive employment, self-employment, and microenterprises for purposes of the developmental services system.

Requires the State Council on Developmental Disabilities to develop and translate an informational brochure about the Employment First Policy and post it on its website.

Mandates regional centers provide consumers age 16 and older with information about employment options, the Employment First Policy, and available services including postsecondary education to support transition from school to work.

Requires regional center planning teams to consider the Employment First Policy when developing individual program plans for transition-age youth and working-age adults.
