Amends Section 12713 of the Government Code to require the Department of Finance, in consultation with the California Gambling Control Commission, to calculate and recommend total revenue available from the Indian Gaming Special Distribution Fund for local government agencies impacted by tribal gaming.

Requires the Department of Finance to include specific information with its recommendation, including projected and previous year payments, number and names of contributing tribes, and a 10-year history of appropriations from the fund.

Mandates the Department of Finance include required information in the May budget revision.

Appropriates $13 million from the Indian Gaming Special Distribution Fund to the California Gambling Control Commission for grants to local agencies in fiscal year 2013-14 (reduced to $9.1 million by Governor's veto reduction).
