Requires the Office of Emergency Services to develop a universal insignia for badges worn by qualified utility workers and technicians by January 1, 2015.

The insignia enables utility workers to gain access to disaster or emergency locations to provide vital services such as shutting off water, gas, or electric connections and suspending or restoring utility services.

Places responsibility with the Office of Emergency Services for establishing the qualification and certification process for utility workers to display the insignia.
