Consolidates thoroughbred racing week allocations from separate central and southern zones into a combined maximum of 49 weeks per year (previously 42 weeks central + 7 weeks southern)

Requires California Horse Racing Board to allocate minimum 25 weeks per year to central zone racetracks and minimum 7 weeks per year to southern zone racetracks that conducted thoroughbred racing prior to 2012

Allows board to allocate maximum 5 additional weeks per year to southern zone racetracks that did not conduct thoroughbred racing prior to 2012

Prohibits simultaneous daytime thoroughbred racing between central and southern zones on the same date, with reciprocal restrictions for both zones

Extends statewide marketing organization provisions for thoroughbred and fair horse racing from January 1, 2014 to January 1, 2015, allowing distribution of up to 0.25% of satellite wagering facility handle for marketing purposes
