Establishes transfer procedures for foster children receiving regional center developmental services who move between regional center catchment areas, requiring immediate notice of relocation from county social workers or probation officers to the sending regional center.

Requires sending regional centers to immediately send a notice of transfer and necessary records (current IPP/IFSP, assessments, contact information) to receiving regional centers to facilitate continuity of services.

Mandates that services identified in a consumer's current plan be initiated within 30 days of transfer notice, with the sending regional center required to report to the court every 30 days if services have not been initiated.

Applies to consumers who have an order for foster care placement, are awaiting foster care placement, or are placed in out-of-home care through voluntary placement.

Establishes state-mandated local program requiring county employees to perform new duties, with reimbursement procedures to be determined by the Commission on State Mandates.
