Requires the Department of Fish and Wildlife to apply to the Department of Motor Vehicles to sponsor a Salton Sea specialized license plate program.

Mandates the DMV to issue Salton Sea license plates if the Department of Fish and Wildlife meets requirements under existing law (Section 5156).

Creates the Salton Sea Restoration Account in the Specialized License Plate Fund to receive revenue from the specialized plates after DMV administrative costs are deducted.

Directs funds in the Salton Sea Restoration Account to be appropriated by the Legislature to the Salton Sea Authority for restoration of the Salton Sea.
