Extends exemption for licensed livestock carriers from highway access limitations on State Highway Route 101 in Del Norte, Humboldt, and Mendocino counties until Richardson Grove route improvements are completed and the Director of Transportation authorizes full vehicle operations on those routes.

Maintains existing vehicle size restrictions for livestock carriers: truck and semitrailer combination not exceeding 70 feet total length, kingpin to rearmost axle distance not exceeding 43 feet, and semitrailer not exceeding 48 feet.

Exemption does not apply on the day before or day of any federally recognized holiday.

Exemption automatically repeals when the Director of Transportation posts an Internet declaration authorizing the combination of vehicles described in Section 35401.5 to operate on all portions of the specified highway segments.

Exemption also repeals if the Director of Transportation notifies the Secretary of State that tree removal is the only adjustment needed or that safety improvements have reclassified the entire segment as a terminal access route.
