Requires cities and counties, including charter cities and charter counties, to obtain a coastal development permit from the California Coastal Commission before removing or restricting beach fire rings in the coastal zone.

Mandates that permit applications include an analysis of alternatives and mitigation measures to avoid or minimize the need to remove or restrict beach fire rings.

Prohibits the Coastal Commission from unreasonably denying permit applications that may be approved through a waiver procedure and requires expedited decisions to the maximum extent feasible.

Clarifies that state air quality standards and emission controls established by the State Air Resources Board remain applicable to beach fire ring regulations.

Allows the City of Newport Beach to distribute charcoal free of charge for use in beach fire rings located within 700 feet of residences.
