Amends Penal Code Section 330.5 to clarify that amusement machines or devices are excluded from slot machine definitions only if they do not offer money or items redeemable for money as prizes.

Restructures existing exclusions for music machines, weighing machines, vending machines, and pinball/amusement machines into two subsections (a) and (b) for clarity.

Expands the scope of slot machine prohibitions by narrowing the exemption for amusement machines to only those that are predominantly games of skill without monetary prizes.

Designates the measure as creating a state-mandated local program but exempts it from reimbursement requirements under California Constitution Article XIII B, Section 6.
