Extends the existing CEQA pipeline exemption to include biogas pipelines located in Fresno, Kern, Kings, or Tulare County that are used to transport biogas derived from anaerobic digestion of dairy animal waste until January 1, 2018.

Biogas pipelines must meet the requirements of Section 21080.23 and all applicable local, state, and federal laws to qualify for the exemption from environmental review requirements.

Defines "biogas" as natural gas meeting the specifications of Title 13, California Code of Regulations Section 2292.5 and derived from anaerobic digestion of dairy animal waste.

Establishes that this exemption is temporary and will be automatically repealed on January 1, 2018, unless extended by legislation enacted before that date.

Specifies that no state reimbursement is required because local agencies have the authority to levy service charges or fees to cover any program costs mandated by this act.
