Authorizes manufacturers, winegrowers, distillers, and out-of-state distilled spirits shippers to hold invitation-only promotional events where they provide free food, entertainment, and beverages to up to 600 consumers over 21 years of age.

Permits these events to be held on premises of licensed caterers, wineries, or hotels (excluding lobby areas and entertainment venues), with events limited to 4 hours and restricted to 12 events per year with over 100 attendees or 24 events with 100 or fewer attendees.

Establishes a $200 fee per event to be collected by the Department of Alcoholic Beverage Control and requires licensees to submit permit applications at least 30 days prior to conducting an event.

Imposes conditions including invitations sent only by mail, email, phone, or in person; prohibits advertising discounts at retail locations during events; requires retail licensees to offer competing products; and allows free transportation home for attendees.

Extends the authorization until January 1, 2018, at which time the provisions are repealed unless extended by subsequent legislation.
