Requires the Judicial Council to prepare, adopt, and annually revise a statewide bail schedule for all bailable felony offenses and misdemeanor and infraction offenses (except Vehicle Code infractions) by January 1, 2015.

Mandates the Judicial Council appoint a group of judges from counties of varying sizes to develop and approve the statewide bail schedule and consult with representatives from district attorneys, public defenders, criminal justice attorneys, and sheriffs associations.

Requires the statewide bail schedule to assign additional bail amounts for aggravating or enhancing factors, including prior conviction enhancements and drug quantity enhancements.

Establishes rules for calculating bail when a person is charged with multiple offenses: use the highest bail amount for a single offense, or sum all amounts if offenses involve separate victims/dates or separate sex acts on the same victim.

Prohibits adding enhancement amounts more than once per person and prior conviction amounts more than once per prior case when calculating bail for multiple charges.
