Expands criminal penalties for providing alcohol to minors by adding felony prosecution (16 months to 3 years imprisonment plus $1,000 fine) when the provider knew the recipient was under 21 and the minor subsequently caused great bodily injury or death to themselves or others.

Includes sellers of alcoholic beverages in the enhanced penalty provision, whereas previous law only covered those who purchased or furnished alcohol to minors.

Provides an exception shielding licensees and their employees from felony prosecution unless they had actual prior knowledge the recipient was under 21 years of age.

Maintains existing misdemeanor penalties ($250 fine or 24-32 hours community service for first violations; $1,000 fine or 36-48 hours community service for repeat violations) for standard underage drinking violations.

Declares no state reimbursement is required to local agencies or school districts for implementing this act under California Constitution Article XIII B.
