Increased application and renewal fees for livestock drug retail licenses from $25 to $50, with late payment penalty increased from $10 to $50

Required the Secretary of Food and Agriculture to establish regulations for hazard analysis and preventive control measures in commercial feed manufacturing, in addition to existing good manufacturing practices requirements

Extended the effective date for commercial feed license fees to increase to $100 per location from January 1, 2015 to January 1, 2020

Extended the Secretary's authority to designate up to 15 percent of commercial feed inspection tonnage taxes (or $200,000 minimum) for research and education on safe feed manufacture and distribution from January 1, 2015 to January 1, 2020
