Establishes a 2-year term limit for the equine medical director position at the Kenneth L. Maddy Equine Analytical Chemistry Laboratory at UC Davis.

Limits individuals appointed as equine medical director on or after January 1, 2014 to a maximum of 2 consecutive terms, while allowing unlimited nonconsecutive terms.

Declares legislative findings that the equine laboratory is essential to California's horse racing industry and that having multiple qualified directors strengthens the laboratory's leadership and success.

Maintains existing requirements that the California Horse Racing Board contract with UC Regents for equine drug testing services and that the equine medical director be appointed by the Dean of the School of Veterinary Medicine.

Establishes the equine drug testing budget as a permanent line item in the board's budget with annual operational funding requests submitted by the university.
