Authorizes up to 3 participating California counties to develop and implement a voluntary 3-year pilot program, no later than January 1, 2016, allowing foster youth age 16 and older and nonminor dependents to create a singular online electronic record containing medical, educational, and identity documents.

Requires the electronic record to allow foster youth and nonminor dependents to view, download, upload, and transmit necessary documents, with county welfare or probation department representatives assisting in establishing and maintaining the record.

Mandates inclusion of medical records, birth certificates, Social Security cards, educational records, driver's licenses, sibling contact information, and other relevant documents as determined by participating counties in consultation with the State Department of Social Services.

Requires participating counties to submit a report to the Assembly and Senate Human Services Committees by December 1, 2018, evaluating the pilot program and recommending whether it should be extended, expanded, or made permanent.

Limits implementation to situations where the Director of Finance determines sufficient funds are available from non-General Fund sources; pilot program provisions expire and are repealed as of January 1, 2020, unless extended by later legislation.
