Permits registered dental assistants in extended functions, registered dental hygienists, and registered dental hygienists in alternative practice to determine which radiographs to perform and place protective restorations (interim therapeutic restorations) under dentist supervision, with training requirements to be established by January 1, 2018.

Requires dentists to provide written notice to patients when care is provided by dental auxiliaries at off-site locations, including the supervising dentist's name, address, and phone number, and limits dentists to concurrently supervising no more than 5 dental auxiliaries.

Increases the fee limit for course review and approval for dental hygienist licensure from $300 to $750 per review or approval of course requirements or procedures requiring additional training.

Extends Health Workforce Pilot Project No. 172 (dental workforce) through January 1, 2016, and establishes competency-based training protocols for new dental auxiliary duties.

Permits teledentistry by store and forward (asynchronous transmission of dental information) under the Medi-Cal program without requiring face-to-face contact between provider and patient.
