Amends Section 486 of the Food and Agricultural Code to establish hiring protections for agricultural inspector associates in counties of the first class.

Prohibits the Secretary of Food and Agriculture from entering into cooperative agreements with first-class counties for agricultural inspector services requiring year-round staffing unless at least 75% of agricultural inspector associates without permanent employee protections are afforded permanent employee status under the county's civil service or personnel system.

Maintains existing requirement that at least 66% of agricultural inspector aides without permanent employee protections must be afforded permanent employee status under the same conditions.

Finds that a special statute is necessary due to unique circumstances affecting agricultural inspector associates in first-class counties.
