Defines "emergency situation" to include incidents such as transformer spills from vehicle accidents, spills requiring immediate decontamination, rainwater overflow threats, groundwater intrusion, and heavy rain events threatening equipment.

Requires generators claiming the emergency exemption to collect hazardous waste from only one utility vault and prohibits consolidation of waste from multiple sites.

Establishes shipping paper requirements for transporting hazardous waste under this exemption, including hazard descriptions, quantities, container information, collection location, and emergency contact details.

Specifies that no state reimbursement is required because the act creates new criminal offenses related to violations of the hazardous waste transportation requirements.
