Establishes Class IV bikeways (cycle tracks or separated bikeways) as a new category of bikeway facilities that are protected from vehicular traffic through grade separation, flexible posts, physical barriers, or on-street parking.

Requires the Department of Transportation to establish minimum safety design criteria for each type of bikeway by January 1, 2016, with consideration for vulnerable populations including children, seniors, visually impaired persons, and persons with limited mobility, in consultation with the department's advisory committee on disability access.

Allows local agencies to use alternative safety design criteria if approved by a qualified engineer, adopted by public resolution with proper notice and comment, and compliant with national association guidelines.

Repeals existing requirements for the department to establish exception procedures for research and experimentation and to report on exception requests to the Legislature.

Designates the legislation as the Protected Bikeways Act of 2014, reflecting the state's goal to increase active transportation and improve safety for all road users.
