Requires the State Department of Developmental Services to inform all regional centers that health care services and dentistry may be provided through telehealth to consumers with developmental disabilities, effective until January 1, 2019.

Mandates the department provide technical assistance to regional centers on telehealth use and request inclusion of telehealth services in parent training programs.

Requires telehealth services to be voluntary and immediately discontinued upon request by the consumer or their parent, legal guardian, or conservator, with automatic return to pre-existing services.

Authorizes the department to implement vendorization subcodes for telehealth services and places all equipment, transmission, storage, and infrastructure costs on the telehealth service provider.

Defines telehealth according to Business and Professions Code Section 2290.5 and sunsets this statute on January 1, 2019 unless extended by subsequent legislation.
