Requires the State Department of Developmental Services to amend its quality assessment system to evaluate whether regional center services are provided in a linguistically and culturally competent manner.

Mandates the quality assurance instrument include outcome-based measures specifically assessing linguistic and cultural competency of services provided to consumers throughout their lifetime.

Requires the independent contractor implementing the quality assessment system to have experience with issues related to linguistic and cultural competency, in addition to existing requirements.

Permits surveys to be conducted in the primary language of consumers or family members upon request to ensure linguistically appropriate assessment.

Establishes that all reports generated must be publicly available without personal identifying information, with data provided annually to the State Council on Developmental Disabilities.
