Expands Department of Water Resources guidelines for integrated regional water management plans to apply to all available funds for plan implementation, not just Proposition 84 bond funds.

Requires water management plans in areas with nitrate, arsenic, perchlorate, or hexavalent chromium contamination to include descriptions of contamination location and extent, impacts to communities, existing remediation efforts, and additional efforts needed.

Mandates regional water management groups to explain in grant applications how proposed projects address drinking water contamination or justify why such projects are not included.

Directs the Department of Water Resources to consider whether grant applications include projects addressing contamination impacts and providing safe drinking water to small disadvantaged communities when selecting projects for funding.
