Prohibits cities and counties in the Sacramento-San Joaquin Valley from approving permits for new buildings or occupancy increases in flood hazard zones unless the project meets specified flood protection criteria.

Allows the Department of Water Resources to reimburse funding recipients for expenditures on projects initiated under the Early Implementation Project program between July 1, 2014 and July 1, 2015, if they execute a funding agreement under the Urban Flood Risk Reduction Projects program.

Requires findings that projects either have adequate State Plan of Flood Control protection, have imposed protective conditions, have adequate local flood management progress toward protection standards, or are in undetermined risk areas meeting urban flood protection levels.

Establishes that flood protection standards require urban level protection in urban and urbanizing areas or Federal Emergency Management Agency standards in nonurbanized areas, with urban levee protection to be achieved by 2025.

Declares the act an urgency statute to take effect immediately to address downtown Stockton building reconstruction and expedite urban flood risk reduction projects.
