Expands physical and constructive invasion of privacy liability to include trespass or device-based surveillance to capture images, recordings, or impressions of persons engaged in "private, personal, or familial activity" in a manner offensive to a reasonable person.

Defines "private, personal, and familial activity" to include intimate personal details, family interactions, residential activities, and activities involving minors at schools, all under circumstances where a reasonable expectation of privacy exists.

Creates new civil liability under Section 1708.9 for intentionally injuring, intimidating, or interfering with persons entering or exiting schools or health facilities through force, threat of force, or physical obstruction, with exceptions for parents or guardians disciplining minor children.

Establishes civil remedies including injunctive relief, compensatory and punitive damages, statutory damages ($5,000 per violent violation, $1,000 per nonviolent violation), and attorney's fees for private plaintiffs; permits Attorney General, district attorneys, and city attorneys to seek civil penalties up to $15,000-$25,000.

Creates Arts and Entertainment Fund in State Treasury to receive half of all collected civil fines, with funds distributed by the California Arts Council upon legislative appropriation.
