Adds Section 27 to the Government Code to define "California family owned business" for purposes of any Government Code provision that explicitly references this definition.

Establishes six requirements for a business to qualify as a California family owned business, including being privately held, maintaining principal executive office in California, and operating continuously for more than 10 years.

Defines "related persons" to include those related by common ancestor up to four generations, spouses, domestic partners, and specified family relationships such as siblings, cousins, nieces, and nephews.

Requires the business to be controlled by one individual or two or more related persons who hold either sole proprietorship or majority voting interest.

Demonstrates legislative intent to support and preserve family owned businesses by creating a framework to identify and address their unique role in the California economy.
