Ratifies the amendment to the tribal-state gaming compact between California and the Shingle Springs Band of Miwok Indians, executed on November 15, 2012.

Creates the Shingle Springs Band of Miwok Indians Trust Fund in the State Treasury, administered by the California Gambling Control Commission, to receive and distribute revenue payments from the tribe for governmental operations and debt reduction related to gaming facilities.

Exempts from California Environmental Quality Act (CEQA) review the execution of the amended compact, intergovernmental agreements negotiated pursuant to the compact, and on-reservation compliance impacts, in deference to tribal sovereignty.

Transfers revenue sharing payments made by the tribe between July 1, 2012, and the effective date of the amended compact from the General Fund to the new trust fund as an initial deposit.

Sets the trust fund termination date for January 1, 2016, or later by mutual written agreement, with any remaining funds reverting to the tribe.
