Establishes the Veterans Workforce Development and Employment Office within the Labor and Workforce Development Agency to coordinate state veterans workforce development and employment programs and services.

Transfers administration of the federal Jobs for Veterans State Grant Program, Disabled Veterans' Outreach Program (DVOP), and Local Veterans' Employment Representatives (LVER) program from the Employment Development Department to the new office by May 1, 2014.

Requires the office to research veterans' employment needs, develop a profile of veterans' employment and training needs, and create a statewide plan for equitable distribution of employment funds for veterans' services.

Mandates the office to identify employers and small businesses interested in hiring veterans and establish training and placement programs for veterans seeking employment.

Requires annual reports to the Legislature detailing performance measures including number of veterans served, employment entry rates, retention rates, and average earnings for veterans entering employment.
