Governor may establish a California Emergency Technology Guard to assist state and local governments in preparing for and responding to damage to vital information and communications systems during emergencies.

The Guard would be comprised of volunteers with expertise in science and technology.

Adds Section 8565.5 to the Government Code.

Requires a majority vote to pass; no appropriation or state-mandated local program required.
