Authorizes the California Horse Racing Board to allocate racing days to fairs in the northern zone and license racing associations (previously licensed before 2010) to conduct live horse racing at those fairs.

Live horse racing conducted by fairs or contracting racing associations must be subject to the same legal provisions currently applicable to fair race meetings in the northern zone.

Extends the sunset date for satellite wagering facilities to distribute up to 4% of wagers to audiovisual signal system operators from December 31, 2013 to December 31, 2016.

Establishes that from January 1, 2017 onward, satellite wagering facilities must distribute the lesser of actual operating expenses or 2.5% of wagers to audiovisual signal system operators.

Declares the act an urgency statute effective immediately to preserve jobs and ensure live horse racing continues in northern California during the 2014 racing season.
