Prohibits Medi-Cal from requiring in-person contact between health care providers and patients for services appropriately provided through telehealth.

Effective July 1, 2015, allows out-of-state health care providers to enroll in Medi-Cal for telehealth services if they are licensed in California, enrolled in good standing in their state's Medicaid program or Medicare, and located within the United States.

Eliminates the requirement that health care providers document barriers to in-person visits for Medi-Cal coverage of telehealth services.

Prohibits the department from limiting the type of setting where telehealth services are provided for patients or providers for payment purposes.

Requires out-of-state telehealth providers to consent to Sacramento, California jurisdiction for all legal proceedings related to Medi-Cal enrollment and participation.
