Prohibits disqualifying voters from registering based on signing with a mark or cross, using a signature stamp, or receiving assistance from another person when completing voter registration affidavits.

Requires county elections officials to immediately verify recall petition signatures as of the vacancy date upon an officer's resignation, and only proceed with the recall election if sufficient signatures were filed by that date.

Prohibits persons subject to a recall petition from being appointed to fill the vacated office or any other vacancy on the same governing board for the duration of the vacated seat's term.

Requires courts and court investigators in conservatorship proceedings to inform proposed conservatees that they may only be disqualified from voting if incapable of completing a voter registration affidavit, excluding cases where they use alternative signing methods or receive assistance.

Mandates annual or biennial review of conservatees' voting capability and restoration of voting rights if a previously disqualified conservatee becomes capable of completing a voter registration affidavit.
