Sets maximum Cal Grant awards for students attending nonpublic postsecondary institutions accredited by the Western Association of Schools and Colleges, starting with the 2015-16 award year, at 75 percent of the average base funding per Cal Grant student at UC and CSU.

Phases in the maximum award over four years: 70 percent for 2015-16, 80 percent for 2016-17, 90 percent for 2017-18, and 100 percent for 2018-19 and thereafter.

Requires participating nonpublic institutions to submit performance metrics through the Association of Independent California Colleges and Universities, in a cumulative report to the Legislature, Governor, Department of Finance, and Legislative Analyst's Office by March 15 each year.

Mandates the cumulative report include data on student enrollment, Pell and Cal Grant recipient demographics, graduation rates disaggregated by grant type, degrees awarded, and degrees in health, teaching, and STEM fields.

Requires data collection, reporting, and housing to ensure data integrity and security while complying with federal and state confidentiality laws regarding student information.
